Oktay Abaskuliev graduated from the Azerbaijan State Conservatoire (Pr. Brenner’s class); winner of the festival of young Azerbaijani (1962). In 1963–1964 Abaskuliev took a special course in P. I. Tchaikovsky Moscow State Conservatoire under prof. Milshtein supervision. In 60–70 he performed a lot and since 1963 has been working as a professor in Azerbaijan State Conservatoire named after Gadjibekov (since 1976 — Dean of the Piano School).

Abaskuliev is Vice-principal in the Baku Academy of Music, professor, author of numerous research works and teacher editions. Many of his ex-students have won local, national and international competitions.
